IE causes CPU to spike to 100%

Hello,

I downloaded some screensavers and didn't like them, so I
uninstalled them. Now, my IE browser causes my CPU to
spike to 100% everytime IE is open; it wasn't like this
before. I've gone into msconfig and removed every program
that i don't recognize.
How do I go about re-installing IE?

A spiking CPU is usually attributable to Spyware.
