IE cannot open webpages

Internet Explorer cannot open any web pages. We have a
proxy server and all internet traffic from any of our
private network goes through this. We are able to ping the
proxy server via ip address as well as netbios/dns name.
In fact, we are able to ping anything on our network. Only
unable to browse internet on this box. Internet works
anywhere else in our network except this box. Internet
does work if we provide that box with a public ip address,
but that would cause security issues; also we would want
our content from the internet filtered by our proxy
because we are a school system. We updated this box with
latest updates, sp4, assured proxy settings were correct,
assured proper dns configuration was in place, set nic
card setting from auto to 100/full to test. Still nothing,
and still without a clue.
