IE cannot display web pages except through administrator account

IE will only display web pages through the administrator account. The other accounts get the response

The page cannot be displaye

The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings

Cannot find server or DNS Error

When I add other accounts to the Administrator group, they can display web pages. When I remove them from the administrator group. again they cannot display web pages. Permissions seem to allow full control to everyone on the Wsock32.dll

Other internet access (e.g., e-mail) seem to work OK from all accounts.
