IE browser window

when i click a link on a page instead of the window
opening up i get this little tool bar appear on my screen
it has only just started and wasnt like this 2 weeks ago

all i want to do is if i click a link on a page for a
window to open up not this damn silly task bar in the
middle of the screen which i have to open up manually

please help...........someone...........anyone

That little toolbar is just a small window.
Windows remembers the size of the last Normal IE window closed.
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
