IE address bar issues

OK, so maybe you guys can help me out. Every time I type
in an address in the address bar, it doesn't stay there.
It shows the page I'm trying to view, but it shows the
address as being a .tmp file in my Temp folder. Can
anyone help me. I'm also having an issue with a
continuous popup to download a dialer, so any ideas on
that one too? Hope you can help.
