IE Access Problem with geoproxy.dll Causes Crash

Running IE8 on WinXP Pro SP3

IE occasionally crashes with a dialog stating 'access' problem with
geoproxy.dll

Any ideas why and how to fix?

Note, no Event Log entries for this crash.

Search for geoproxy.dll on your hard drive, right-click on the file and
choose Properties. That may help you identify the file.

I know where the file is and it has all the exact same permissions
other DLL files in \Windows\System32 have.

The question is why IE8 has problems accessing it. It should not.
