IE 8 problem

Ever since I downloaded IE 8, it will not open. It starts to, says
"connecting" and then quits and gives me the message that it had to quit and
should it report, etc. I tried uninstalling it and reinstalling IE 7 but the
same thing happens. I have now downloaded IE 8 again but still can't use it.
I cannot reset the IE settings because it won't open. I get an error message
sometimes that says RUNDLL error loading. nvcpl.dll. The process cannot
access the file because it is being used by another process.
