IE 7 toolbars move by themselves

I've seen this question posted on other sites, but can't find it here on MS'
site. I figured that this would be the best place to ask it.

From time to time my IE toolbars move on their own. The toolbars are
locked. For example, I have the links toolbar all the way to the right on
the same line with the menu bar, and sometimes it moves down and fully
expands across the screen. Keep in mind that the toolbars are LOCKED, so
nothing I can do with the mouse should move it.

I know other people are experiencing this issue, because I did a search and
got hundreds of hit on different message boards about this issue. Does
anyone at MS know why it does this? and is there a fix?
