IE 6 SP1 and Policy

I am configuring a policy to allow users to only be able
to run Word, Excel, and Internet Explorer, but when I add
IEXPLORER.EXE to the "Run only allowed windows
applications" it errors out and will not run. However, all
the other apps run just fine
