IE 6 Not Responding For Non-Administrators

With Windows XP Sp1, everything works 100%.

The moment I install XP SP2, IE 6 starts acting flakey for non-Administrator
users. It opens, and can surf to a couple different sites, but by the third
or fourth site, it goes to NOT RESPONDING and hangs. Have to kill the
process manually.

I have done a lot of checking for virii and spyware and none are found.

I've also tried to "ghost" my system back to its pre-SP2 state and have
reinstalled SP2 numerous times. Everything always works until I install SP2.

I've seen many people complain about the NOT RESPONDING issue, but for me it
only happens for non-Administrator level accounts.

Have you run CWShredder and Ad-awareSE and Spybot? Does BHO Demon find any
suspicious BHOs?

May not help, but won't hurt. Delete the TIF folders for those limited
users.

Have you posted a HijackThis log to one of the forums where HJT logs are
analyzed?

Try disabling any other programs that would be interacting with IE-
ad-blockers, AV, security/privacy, etc. A third party program may need an
update to work with XP SP2.

Does a new account, created after XP SP2 have the problem?

It's definitely not spyware. To verify this, I've done fresh installs of
Windows SP1 and SP2 several times over.

Initially, I discovered that the freezing went away when I removed the proxy
server from IE configuration. But the proxy server isn't to blame (It works
100% with any SP1 PC, and also to be complete I tried a few other proxy
servers).

I then discovered that I can in fact use the proxy server provided I do not
set this policy in GPEDIT.MSC:

Make proxy settings per machine (rather than per user) : Enabled

If that is enabled in SP1, everything works fine. If it is enabled in SP2,
and I login as a regular user (non Admin) I can surf to some sites, but after
a few the browser will always hang and go not responding.

Sounds like a definite bug to me!
