IE 6 not functioning right

Good day,
I have an "XP Home" computer that had alot of spyware on
it. I cleaned it all up, ran a virus scan, cleaned out all
types of temp files and removed un-needed applications.

When I try to connect to the Internet, using a router with
broad band, it tries to go to http://search.cpl (or
something close). If I change the default home page in IE
properties, hit apply and ok out, it goes right back to
the above site again. If I type a url in the address bar,
other than "msn.com" it goes right back to the above url.
I can get to different sites by using the MSN search
engine only. I reloaded XP, (didn't wipe drive) that did
not help. The system restore was turned off for some
reason.
Word is funky too, but that's an easy fix.

I would try searching the Registry for references to that
URL by entering regedit in the Start => Run box.

Remember that editing the Registry incorrectly can make it
necessary to reinstall Windows, so make sure that you have
a restorable backup of the system or the Registry.

If you find a reference that you deleted, try searching
for a HOSTS file that has no extension. Open it and see if
it has that url in it.

If it has, delete the HOSTS file.

A HOSTS file contains the IP addresses of URLs that are
commonly used so that the browser doesn't have to go to a
Domain Name Server to obtain the IP address.

If I were you I would download Mozilla Firefox from
http://www.mozilla.org/ and try using it instead of IE.

What programs did you use to clean out spyware? Here are some options.
Make sure you update each after installing and then boot into safe
mode to run the scans.
