IE 6.1 icon doesn't appear in Program Directory or via Windows Explorer

I am missing some type of file, but don't know what I am missing or how to fix it. Recently I was infiltrated with the W32/Bugbear.B virus. The virus is gone now, but I am left with a slightly disfunctional Internet Explorer

The IE icon is missing from the program directory nor does it show up when viewing the IE directory with Windows Explorer
I have gone ahead and moved a copy of the icon from the startup list to the lower menu bar on the desktop, but I am only able to get a shortcut back to the program directory. The main location of IE should be in the program directory and not the menu bar on the desktop

Is this a case of a missing "ser" file? How do I isolate this problem. I have a few other glitches. My shortcuts on the lower main menu bar are on the right side of the menu bar instead of the left side. In addition, I have to minimize browser screens in order to view the lower menu bar. Other than that, everything works fine
 
Read this thru once and then do it.

Grab the Icon thats in the Taskbar with the righthand mouse button and
hold it on top of the Start button( DON'T LET GO YET). The menu will
open, now move to the "Programs" entry and hold it there, when it opens,
go to the location you want it and drop and then select copy.
