IE 6.0

I consistantly get a "cookies disabled" message when
attempting to download some files. My internet
options "privacy" tab shows cookies enabled and
at "Medium" (I've truied "Low" with no change).Any advice?
 
Popup blocker or firewall can cause this problem.
