IE 6.0 won't open!

Any clue what the following message means? I've tried
reinstalling the IE 6.0 browser but I still get the same
problem!

Cannot find the file
'http://watson.microsoft.com/dw/dcp.asp?CLCID=1033&EXENAME=iexplore.exe&BRAND='
(or one of its components).
Make sure the path and filename are correct and that all
required libraries are available.


Grateful if someone could translate the above in English,
with solutions pls.
