IE 6.0 Sp1

I have a w2k unit that will open IE as an admin but will
not open IE as a user. I had to make the user an admin
for the time being but this is not right.
Can any one give me some suggestion on how to correct this?

Any parasite in the user account?

Get AdAware and SpyBot and run them both. Keep them up to date.
