IE 6.0 Security

Whenever I ttempt to download to my PC I receive a pop-up
indicating that my Active X feature is disabled, which
prevents me from receiving a "download".
I have checked this by going into the IE browser,(many
times), my security is set to medium, and Active X is
enabled......I have been told that this is an IE problem,
I need help. Does any one have any recommnedations.
I have already tried Microsoft, and have tried to update
my active x in XP, but since IE prevents me from
accepting downloads I cannot do anything.
