IE 6.0 permission problem

Sorry if this has already been covered...

Since loading Windows XP SP1 IE 6.0 will only open for
users with administrator accounts. For users with
limited accounts IE does not open at all; instead we get
a pop-up window that says "Internet Explorer has
encountered a problem and needs to close".

This looks to me like a permission problem. Any ideas?
