Ideas for browser

Starlight

I am unable to open IE because anytime I try, I get the "IE has
encountered a problem and has to close" message. Anyone have ideas on
how I can access the web in order to delete, then reupload IE onto my
computer? I don't have Netscape, so don't seem to have a way to
access the web since I can't get IE to work.
I've run Spybot S&D, ad-aware, and NAV and can't find a problem.

start control panal internet connections internet
advanced uncheck 'enable third party browser extensions'
apply

and then update your spybot etc. and scan again
and try firefox from mozilla.org much better
 
From Control Panel> Internet Options> Advanced> uncheck "Enable third party
browser extensions." That should allow IE to work.
You should re-enable browser extensions after the cleanup.

You might also be able to browse and download programs from the address bar
of Windows Explorer.

Since Ad-aware &Spybot failed to find and remove the malware, go to
http://www.aumha.org/a/quickfix.htm Work through steps 1-6 and, if
necessary, step 7- post a log to the forum at
http://forum.aumha.org/viewforum.php?f=30

If you have used the latest version or AdAware and Spybot, you may have a
CWS infection.

Try this: Tools > Internet Options > Advanced > Browsing
Uncheck the Enable 3rd party browser extensions

If this clears your problem then find out who the culprit(s) is/are with
these tools.
