ID3 tag writer

Hi all
it's possible, whit bathc file,
to write a ID3 tag for a mp3 file?
How, anyone have file for to do this?

I played around with this a few months ago, the only free controls I found
were either not very good or they only supported ID3v1 tags. I wanted
something that supported the newer ID3v2 tags. I ended up purchasing
Abander TagControl (http://www.softartstudio.com/tagcontrol/), even though
it's not command line it worked nicely.
