I am creating a new ID badge Template, is it possible to preset and auto size
for a picture that I can just drag and drop into the space for the picture
and have it auto size.

If not powerpoint is there any MS program I can use.

This might be a perfect one for our PPT Merge addin. Have a look at
http://merge.pptools.com (there's a free fully functional demo available).

It'd let you put your picture filenames plus names and titles or any other info
you like in an Excel or other data file and merge the data into a template PPT
slide. Merge printing for PPT.
