are there any free icon makers programs that don't damage windows? and i
heard of something called icon toolbox-does that come with windows?

Any bitmap (bmp) can be used as an icon. Make it small as to not waste memory. Rename it to ico to allow dialogs to find it. An icon file (and a cursor file) is a file with one or more bitmaps in it. Windows can use bmp direct as icons (but not cursors) as well. All toolbar icons are bmps.
