Right click in the tool bar and choose "Customize".
Click on "Commands" tab,
In the "Categories " window, click "Insert",
In the "Commands" window, click and drag "Rows" icon to the tool bar.
Then repeat with the "Columns" icon.

Sure thing:
Go Tools...Customize
Choose Commands
Choose Insert (on the left)
Click icon Rows and drag it to some toolbar above.
Done.
BTW: you can even place icons on Menu bar i.e. to the right of Help.

You've had your answers, but personally I prefer a keyboard shortcut for this
one. Simply click on a row/column header and then do CTRL & + or CTRL & - to
add/delete. If you select 5 row headers at once and do this you will get 5 new
rows.

Just to mention if you're not aware of it...
If you hold the Shift key while you click on the "Delete Rows" or "Delete
Columns" button, it will do the opposite. If will Insert instead. Works
the other way also if you have the Insert Rows toolbar button displayed.
Hold the Click button down a moment while doing this and you will see the
picture change as well. HTH.
