Icons revealing what their function is

When I put the cursor on a tool bar icon in Outlook (I'm running XP
Professional & Outlook 2003), it doesn't reveal what function that item
performs. When I ran under Windows 2000 and Outlook 2000, this was not a
problem. I have a suspicion that I need to turn on some sort of toggle to
have this feature work.
 
Right click on a menu/toolbar and select customize. Go to the options tab.
Is the checkbox ticked to show screen tips on toolbars?
