icons not displaying maximum colors

I turned my computer on today and all my icons look like
they're in 16 bit color. i've tried changing the option
to make icons display with max colors, and i've ensured
that im running a 32 bit color scheme. Does anyone know
how to get back my nice smooth icons?

I have posted this before. Try it, even if you haven't used Netmeeting
before:

1- Run Netmeeting
2- Close it normally
3- Reboot the system
4- Go to Control Panel
5- Go back to Display and Settings to make certain that the "Color" is
showing either a "High Color" or "True Color" mode (anything lower
will cause 16-color icons to be used)
6- Go again to Effects and make certain that "Show icons using all
possible colors" is marked

A setting in Netmeeting (and perhaps other software) seems to trigger
this problem, and shutting down Netmeeting normally seems to correct
it somehow.

Finally, if none of the above helps, you might again try increasing
your icon cache size with a little freeware program called Activicons
- http://www.cursorarts.net/ca_ai.html to download - I would recommend
that you do this anyway, since it wards off future problems.

Activicons has both options to increase the icon cache size, and to
purge it (Tweakui only does half the job). The option for changing the
cache size is on its "Desktop Controls" screen (I'd suggest at least
2048 or higher), and the options for rebuilding the cache are on 2
small round buttons at the lower/right corner. Shut down any programs
running in the background, then click the button on the right side
(your system will reboot, and the icon cache will be cleaned out).
