Icons can't be displayed in Control Panel

Hi,

When I open the control panel -> User Accounts, the icons
of the items, for example, the "user accounts", "user
account types", "swithing users", can't not be displayed.
The icons are replaced by a red cross.

Icons only in "User Accounts" can't be displayed, in
other options in the Control Panel can be displayed.

What should I do to retrieve the icons.

Type regsvr32 /i mshtml in Start/Run. Restart Windows.

Red X mark appear in the User Accounts applet menu links:
