icon (.ico) display issue

i have two notebook PCs. one seems to have gotten an issue and i would like
to know if anyone can fix it. you know how in windows explorer how it gives
previews of images and stuff. on my older 7 year old notebook that seems to
be working ok, but on my newer laptops its not working properly. on certian
file types its not giving a preview of the image. its not giving a preview
image for the ICO file type. how do i fix this? the file type has no program
assosians or anything. anyone got any ideas on how to fix this?

Right click on any file with ico extension,
Point to "Open with.." > Click "Choose Program..",
Select "Select the program from a list" > Click OK
Choose "Windows Picture and fax Viewer" and tick the check-box "Always use this.."
Click OK

that does not work. sorry. that just gives it a normal program icon, like
everything else in xp. someone else already gave me a fix for this in
another newsgroup.
