Icon Display Problem

I have lost the ability to change the appearance of an icon. They have
returned to the default and no matter what I do, I cannot change them to
another icon. For example, I have folders on my desktop[, the generic
file/folder display is there for each one. I right click, properties, choose
the folder icon, but it won't change. I want them back and to have the
ability to change them to whatever I would want!
