ICF help file is wrong, cannot connect to Internet and LAN

The help file for the ICF says:
To enable or disable Internet Connection Firewall
Open Network Connections
Click the Dial-up, LAN or High-Speed Internet connection
that you want to protect, and then, under Network Tasks,
click Change settings of this connection.

This is completely wrong. There is no Network Tasks. I
have the current Updates for WinXP. I read different
instructions on the WinXP website at the Microsoft Help
Center.
Why is there no update to the help files instructions?
Also, I have tried to disable the firewall so I could
access other computers on my LAN. All computers (WinXP,
WinME, Win98SE) have access to the Internet thru a hub and
a cable modem. But there is no Network Neighborhood
listing of other LAN computers on any of them. This
changes periodically, but is never consistant. This has
gone on for several years. I have all the correct names
of computers, name of LAN, and the correct protocols
installed. All the adapters work fine.
In the past I have been told that there is a Browse Master
problem on peer computers on a LAN. I have been told
about firewall and ISP problems, but all those have been
changed over time, or removed completely.
Any ideas out there?

Your problem is that you are accessing the Internet through a HUB. This
configuration puts all your computers on the public Internet. You do not
have a LAN. Replace the HUB with a router or place one of your computers
between the HUB and the cable modem and use ICS on that computer.

The help file is correct for a default install of windows. If you look in
folder options, there is a setting to show common tasks.
