I installed in W98SE and find it only appears in the context menu for a file.
There seems to be no executable in it's own folder to move where I want to, create
shortcuts, etc.

Is this usual for the program?

Actually, yes. IceConf.exe in the program folder lets you setup most
of the options, but the program itself is designed to explore, make
and extract archives through the context menu rather than through a
standalone GUI. The concept seems strange at first, but makes sense
once you get used to it.

Thanks, Ron. That is not my normal mode, so there's other archivers.
