iCalendar/vCalendar Support in Outlook 2003

I've been playing around with Outlook 2003 (SP3) and iCal/Vcal. I
have noticed that while Outlook will insert a calendar entry just fine
from an .ics file, any subsequent updates to that calendar entry
(location change, day/time change, etc.) will not take. If you launch
the .ics file and say 'Accept' in Outlook, it seems like it takes it
in just fine, but the original calendar entry is not updated with the
new info. Is this a bug or is it just that M$'s implementation is
lacking?

Are you editing the calendar entry or the file stored elsewhere? I wouldn't
expect Outlook to update it if you are using a file stored elsewhere, but I
wouldn't be surprised to see it create a second entry.

I am creating/upating the .ics file from a web application that I have
created. I don't want to reinvent the wheel and build calendaring
into the application since Outlook already does a good job of this,
but my application needs to insert calendar entries into the user's
Outlook calendar, and if need be, also update it if the meeting
information changes. If I create another .ics file with the identical
attributes as the first one that the user accepted and change the
location or the day/time of the meeting, and then the user accepts the
updated file, Outlook just ignores the change. A duplicate is not
created. How do I accomplish the needed functionality? Is there a
way to create a native Outlook calendar entry?
