I want the preview pane on top

In Outlook 2003 the preview pane appears below the message list. Is there
away I can reverse this, so the preview pane is at the top of the window, and
the message list is at the bottom?

Nope - it can be on the right or on the bottom. Those are your only two
choices I'm afraid.
