I want 'pg 1' to actually START on 'pg 4'

My document has a cover page, TOC, intro, etc. Therefore,
I want my actual page numbering to COMMENCE on page 4, NOT
on page one. You used to be able to do this in older
versions of Word. But in XP this options seems to have
been eliminated. Surely there is some way to do this. It
does not make sense that they would simply take away this
option. Any ideas?
 
There is no such option that has been taken away. You either do it by

1. Inserting a Section Break so that Page 4 is the first page in the
second section of the document and unlink the headers/footers in that
section from the previous section, insert the page number where you want in
and click on the format page number button on the headers and footers
toolbar and set the option for the page numbering to commence at 1.

or

2. Insert the following field construction into the header/footer of the
document (no need for the section break in this case)

{ IF { PAGE } > 3 { = { PAGE } - 3 } " }

If you use the former method, the page numbers will appear correctly in the
table of contents. With the latter they will not.

Also, if your headers/footers are identical throughout the whole document,
including the TOC and the main document, but you are only changing the
numbering scheme, i.e. i ii iii for the TOC and 1 2 3 4 for the rest of the
document, you do not need to unlink the headers/footers, you can keep them
linked, just change the number format in the appropriate section (number
format or starting number). Of course if you want a numbner to appear in the
main document but not in the TOC, then you nee to inlink the section's
headers/footers, as Doug wrote.
