I want cursor to go to "To" box when beginning a message.

Goes to the "To" field for me in Outlook 2002 using Outlook's own
embedded e-mail editor. Don't know which version you are using or if
you're using the embedded editor or Word for new mails. You could try
starting Outlook in its safe mode ("outlook.exe /safe") to see if an
add-on is causing the problem. Add-ons do not load in safe mode.
