I unprotected a template...and now it won't protect...

I created a template a while back...and needed to fix something...so I opened
the template...unprotected it...fixed the problem...and now I can't get it to
lock again!? HELP!!!
 
The problem could be that you are in design mode.
In the Control Toolbox (View > Toolbars > Control Toolbox), make sure that
Design Mode (leftmost icon) is not turned on.
