I shut winXP down twice!

This by far is the strangest problem.

I click START->TURN OF COMPUTER->TURN OFF or RESTART but
it won't shut down...but the second time I do it, it
works! Why?

A program isn't terminating properly. See if the troubleshooters from MVP
