I select one bullet, Word applies another

It doesn't always happen. In fact, it seems to occur most often after I've
been in the same document for a long period of time.

For example, I highlight my text, then select one of the numbered bullets
shown in the pop-up (eg. the one formatted as "1., 2., etc"), but when I
return to the document, the text has a completely different set of bullets
(eg. the one formatted as "a., b., etc."). When it gets in this "mood", it
never gives me the bullets I select the first time, I always have to go back
and do it a second time, and then it finally works. This is extrodinarily
time consuming when formatting a lengthy document. What is going on??
