I seem to be missing some windows xp stuff

I need help in knowing how to fix my taskbar. It looks like the old windows
98 and not the pretty blue color of windows xp. I have gone into properties,
appearance, and tried to change it but it only lists windows classic style.
I also can not change my picture next to my name under the start menu. I
used to be able to click on it and change what i wanted to change but it does
not give me that option anymore. I also have a hard drive not working
properly. It will only play a disc when i leave the disc in and reboot. I
have tried my repairman and everything i can think of to fix these problems
but have gotten no help. Thank you to anyone who can solve this for me!

If you go to Start, and right-click My Computer, and choose Properties,
Advanced, Performance section, Settings, what do you see? What option
is selected? You should have one of the following.

Let Windows choose...
Adjust for best appearance
Adjust for best performance
Custom

Most people will have "Let Windows choose..." selected.
 
That's what I have selected - Let windows choose

if you have tried that have you tried the setting "adjust for best
appearance"?

have you gone to the theme tab and selection windows xp theme?
 
Yes I have but it only changes my background and nothing else. I also have
no choices of "special" themes like I used to have - sigh
