I really need help... audio/performance problems

I had to reinstall a fresh windows xp today, and it is
noticeably slower now, and when I play audio files,
there's some static and it sounds scratchy. Please,
somebody help me fix this problem! Thanks!
 
Have you installed all the latest drivers for your
hardware, like audio, video, etc?
