if you're developing for a company, they should purchase it.
if you're consulting, you should purchase it.
if you're consulting and can't afford it, download the .Net SDK and use
notepad or other text editor to write the app, and the command line compiler
(CSC.exe) to compile your code.

Then why don't you set up your own hosting company that does?
All you need is either a static IP address or a dynamic DNS service. Stick
an IIS box behind a hardware firewall router, forward port 80 to your box ...
and you're off.... you'd be printing money.

Simply walk into a software shop, wearing a balaclava and brandishing a
banana in a carrier bag, ... I'll leave the rest to you...

You should use the Notepad or vs2005 express or if you are developing
for asp.net, you could use Web Matrix, which is also freely
downloadable.
