why not get visual studio 2005 express. even if it is still in beta,
i'm pretty sure it can most build .net projects. it's free. it's from
microsoft. it's legal.

and i think it's not suitable for developing commercial product.

if you're developing for a company, they should purchase it.
if you're consulting, you should purchase it.
if you're consulting and can't afford it, download the .Net SDK and use
notepad or other text editor to write the app, and the command line compiler
(CSC.exe) to compile your code.

All you need is either a static IP address or a dynamic DNS service. Stick
an IIS box behind a hardware firewall router, forward port 80 to your box ...
