I need to swap page one and page two. How do I do this?

I need to move two pages around. Page 2 to be Page 1 and Page 1 to become
Page 2. How do I do this?
 
If page 2 starts with a Heading (preferably a Heading 1), go to
Outline View, collapse everything under the heading, and drag the
heading above the heading from p. 1.

If it's just text, then cut & paste.
