I need to setup Vista Premium as an FTP server

I did this all the time in WinXp and have performed the same steps as before.
I get FTP running and am able to view files FTP local but over TCPIP I am
not able to connect. I connected a crossover to another system and had a
direct connection but still no luck. Here is my setup:
HP NC6000 laptop
Windows Vista Enterprise Premium Build 6000 32 bit
Intel Pentium (R) 1600MHz CPU
1536 MB RAM
Windows IIS components and the default setup.

Try turning off the Windows Firewall.

If that works, then you need to make an exception in the Windows Firewall
Settings, for port 21, or whichever port you are using, and then turn it
back on again.

I did turn off the firewall AND enabled all sharing etc... What I DIDN'T do
was check it again after I rebooted. Apparently, I am going to have to turn
this off everytime!
