I NEED HELP AND FAST!!!!!!!!

ok, i think i deleted runtime, which i dont even know what that is but i am
trying to download a palm desktop program and i cant because it says
something like i dont have runtime!!!! please help!!!!!!!!!!!!!!!!!
 
to be more detailed the error said "1607: Unable to install installsheild
scripting runtime" hope that detail will help...please help! thank you sooo
very much!
