I need a utility to import files and change links for anything notin the web folder

I need to find a utility for Frontpage that will check all hyperlinks on
a page or the entire site and if it finds links to files that are not in
the current web site then it imports them into a folder and updates the
links to point to the current location.

Is there such a thing?

You can try REL Link Checker Lite (freeware) dunno if it will do everything you want though. It's pretty cool - and free.
