I have a user who cannot drag and drop items

I have a user who cannot drag and drop items between folders in outlook 2003.
She can still right click on the item and choose move to folder, but it is
cumbersome. I can't figure out what has changed.
 
Have you tried Detect & Repair from the Help Menu? Also, does Outlook work
as intended if you open it in safe mode? Start > Run > outlook.exe /safe
