I have a Security Problem

Hello, I recently did a Hard Drive clean wipe, and restore my computers
applications to its factory settings. I ran Windows Update, and no errors
whatsoever. But when I try to open a donwloaded file, and click on the
window that I browsed for the file, eg. my documents\donwloaded file, the
Open file Security window starts to flash like crazy, and play a sound over a
thousand times per minute. And the thing keeps on, until I have to force
close unpon the explorer window. Any suggestions?

What antivirus and firewall did you have installed and active on your
computer before you connected it to the Internet?

I have Norton Internet Security 2005 with Norton Antivirus 2005
But i dont think the firewall, or antivirus program have to do with the Open
File - Security Warning.
Maybe I explained it wrong, but when I try to open up a file that I
downloaded from the Internet, e.g. Windows XP service Pack 2, a Open File -
Security Warning from the Windows Security program, and I click on the
explorer window from which I originally run the sp2 the Open File - Security
Warning flashes like crazy, and plays the default beep for Windows XP sounds,
the warning and the sound will keep on playing. And the system will hang, I
have to open Task Manager, and kill explorer.exe, and from the Task Manager
restart the computer. Any suggestions? I already scaned my computer for
viruses, and spyware.
