i have a problem on start up

hey does any one know how to get this file for a windows
xp home edition when ever i start up my computer this
comes up

windows is missing or curupt file : <windows root>\system
32\hal.dll.
please reinstall a copy of this file

but i don't know how please email me if you have a
solution thank you
