Hal.dll start up error

windows could not start because the following file is missing or corrupt

<windows root>\system\hal.dll
please re-install a copy of the above file.

can i copy this off another computer with similar specs?

but what if this is a windows xp running machine that one day just popped
this up? This wasn't and upgrade that went wrong or a new install.
