Installer 3.1 since its re-release. (See

The issue mentioned in the link above is fixed in the re-released
version (v2) of Windows Installer 3.1:

Hey thanks neo. It looks like the Windows Installer Redistributable
addresses the issue. See I am concerned that if I try to install an
application that wants to overwrite a System Protected file such as
msjava.dll then all hell will break lose. That is what I am trying to
avoid. I may be reading this wrong but I'd rather be wrong in my reading of
it then in its (Windows Installer 3.1) behavior.
