i get an error message 0x800cccf what can i do

I cannot send or recive mail in outlook or o/express i get an error message
0x800ccc0f ive spoken to wanadoo tech but they say its outlook whats corrupt
even though it tells me its a server issue any ideas please
 
Thanks vince it was a zone labs program causing the trouble i uninstalled it
and now all is ok.
