I E Home page problem

Some how MSN.Com has taken over my IE Address whic had been set to
ABOUT:BLANK......and I want to change it back however IE/Tools/Internet
Options gives me a error message "Operation canceled due to restrictions,
Contact system administrator" but I do not have a SysAdm. In Conrtol
Panel/Internet Options/General the home page is greyed out..Have run
AdAware, SpyBot, and latest version of Norton antiVirus - show no virus.
Have no desire to ever go to MSN, would like to get back to About:Blank or
even change the address to something I normally go to however I am locked
into MSN.Com.
Any help greatly appreciated
